Pingshan ( Chinese 坪山 新区 , Pinyin Píngshān Xīnqū ) is a "New District " of the southern Chinese city of Shenzhen in Guangdong Province . It was founded on June 30, 2009. It is a so-called “functional” city district, an administrative division of the second degree, ie a “city funding authority”. This means that, unlike the “old” districts of Shenzhen, Pingshan has no people 's congress , no consultative conference and, above all, no people's government (人民政府) elected by the people's congress.
