QuattroPole
QuattroPole describes the cross-border cooperation between the regionally neighboring cities of Luxembourg , Metz , Saarbrücken and Trier . The model is a "virtual metropolis". The municipal cooperation bundles the available resources in various projects and is intended to strengthen the weight of the Greater Region in Europe.
history
The city partnership between Metz and Trier was founded in 1957 and marked the beginning of the collaboration. On February 29, 2000, the cooperation was extended to a network of the four largest cities in the border region on the basis of a declaration of intent. On March 12, 2007 it was confirmed by an agreement passed by the councils ; procedural questions were clarified. In October 2014, the mayors and city councilors of all municipalities founded a registered association, the Quattropole eV
concept
The four cities form the main centers of a conurbation that is growing closer together, which is already economically intertwined, for example due to the high proportion of cross-border commuters in the number of employees, but its further development is increasingly due to administrative boundaries and historically outdated requirements that do not meet today's requirements Infrastructures is inhibited. By working together on cross-regional issues, it is possible to coordinate a common direction; in addition, synergy effects are created between the cities. In addition, the joint structural and economic development increases the attractiveness of the location. Citizens will have better access to services, knowledge and cultural offerings in four cities.
Projects
One focus of the concept is environment and energy , where, for example, ecological and innovative building is promoted. It is possible to learn Luxembourgish and, later, German for free on the Internet . With student exchanges and the topic of migration , the project aims to increase everyone's educational, job and future opportunities. A research project is ongoing at Trier University on the question of the perception of neighbors in the greater region. A joint tourism concept promotes and advertises the art and culture scene in Luxembourg, Metz, Saarbrücken and Trier with bus transfers, cooperations and an electronic event calendar. The Robert Schuman Art Prize offers a platform for contemporary art in the region. In addition, projects in the field of IT infrastructure (high-speed data network) and local transport are planned or are already being implemented to some extent.
Frauke Birtsch is the first “ town clerk ”. She took up her position in Saarbrücken in September 2009.
A paid bus transfer was offered from Trier to the Quattropole Festival on June 12, 2010 at the Center Pompidou-Metz .
Working method
The QuattroPole Steering Committee consists of the four ( Lord ) Mayors ; he makes the strategic decisions that determine the goals and direction of QuattroPole. The coordination committee, whose members are appointed by the (lord) mayors and come from the four city administrations, defines joint projects and prepares them.
The local offices take care of all administrative tasks that are necessary for the coordination of the QuattroPole projects in their own city and for cooperation with the other QuattroPole cities. The working groups , which are usually also made up of employees from the four city administrations , develop the content of the projects and work out solutions appropriate to the problem.
