Quel Dio

Quel Dio ( it . : That God ...) is the first encyclical of Pope Gregory XVI. It was published on April 5, 1831 and deals with the unrest in the Papal States . The Pope expressed his satisfaction at the end of the uprisings, which were put down by the deployment of Austrian troops, and praised Emperor Franz I of Austria as the liberator and savior of the Papal States.
