The Schrebitz flood retention basin is a retention basin according to §§ 84 ff. SächsWG in the Free State of Saxony am Krebsbach , a second-order inland waterway . It serves the flood protection of Schrebitz .

location

The Krebsbach flows through the flood retention basin in the main end. It flows into the Grauschwitzbach about 2500 meters below, this into the Döllnitz near Mügeln and this in turn into the Elbe at the port of Riesa .

Barrier structure

The Schrebitz flood retention basin is part of a system of dams in the Döllnitz catchment area. They were built after devastating floods from the beginning of the 1950s to the mid-1980s near Döbeln in central Saxony. Their tasks are to hold back the runoff peaks of the rivers in question, which occur after frequent heavy precipitation and extreme thaws, and then to discharge them again without causing damage.

History of origin

Due to the devastating floods in the community of Schrebitz, especially in the 1970s, the former Saale-Werra water management authority, here the Leipzig upper river with its headquarters at Elsterwehr 1, awarded the Dipl.-Ing. Berger in the office for territorial planning at the Leipzig district planning commission with its headquarters at Querstraße 20 to 28 was given the task of calculating a flood retention basin for the town of Schrebitz. The planner presented this to Becker on March 2, 1982. On this basis, the Saale-Werra water management department submitted an application to the GDR's Council of Ministers on April 24, 1984, and specifically to the State Planning Commission based in Berlin , which designated this location on May 15, 1983 with the designation “Schrebitz flood retention basin No. 071 “Approved. The subsequent construction work was then carried out by the state-owned company with the designation "Verkehrs- und Tiefbau (VTK) Leipzig, KB4 Döbeln". After the successful completion of the construction work, on September 1, 1987, the then state water authority issued the water law usage permit with the number 42/417/0151/87, 13045/1099/87.

Building description

The so-called “Green Basin” structure consists of an 80 m long and 4 m high dam made of loess-containing earth, which is 3 m wide. The bottom outlet consists of a concrete bell sleeve pipe with a nominal width of 1200. The actual flood relief consists of the bottom outlet, which forms the inlet shaft and the associated bottom drainage tunnel. The associated freeboard has a height of 0.7 m.

Responsibilities

During the GDR era, the Saale-Werra water management department, here the Leipzig overflow authority, was responsible. After the introduction of the Wuerttemberg Water Act in Saxony, responsibility changed to the municipality of Schrebitz on May 30, 1996 , which defended itself against the takeover by the then Mayor of Schrebitz, Stephan Komp , as the municipality found itself overwhelmed by taking on the obligations of supraregional flood protection. In 1999 the legal entity was transferred to the municipality of Ostrava due to the regional reform in Saxony . Due to the events caused by the devastating flood of the century in Saxony in 2002 , the Saxon Water Act was corrected. The state dam administration of Saxony has been responsible for the operation of the water-technical system since 2005 and the system is looked after and maintained by the Untere Pleíße dam in Rötha or its subordinate department, the Grimma dam and river management. In 2009 there was a modernization and the installation of online monitoring by the foremen's area, which is operated environmentally friendly with solar power. Once a day, a data server calls up the current operating data of the flood retention basin and checks fill levels and alarm indicators. An employee of the foremen's area regularly drives on site and inspects the situation.

The calculations made by the planner Becker for the structure built against the so-called flood of the century turned out to be incorrect. In particular, the sudden occurrence of high surface water after heavy rain after the harvests or during the melting of the snow, most recently in 2006 , regularly led to uncontrollable overflows of the existing storage space and the influence of excess water in the open floods. The flood protection of the basin was therefore only partially fulfilled. That is why in 2010 already commissioned plans for a thorough renovation and an increase in the intake volume, which will be carried out by 2012.
