Rakel Surlien (born February 10, 1944 in Svelvik , Fylke Vestfold ) is a Norwegian politician of the Senterpartiet , who was Environment Minister in the government of Prime Minister Kåre Willoch between 1983 and 1986 .

Life

Studies, youth functionary and local politician

Rakel Surlien, daughter of farmers Magnus Surlien and Marit Elisabeth Eriksen, began studying law with a focus on international law after attending school in 1963 , which she graduated in 1970 as candidata juris (cand. Jur.). During her studies she was involved in the Norwegian student association from 1964 to 1969 and was among other things chairwoman of the youth committee of the youth association of the Senterpartiet SUL (Senterungdommens Landsforbund) from 1963 to 1965 and chairwoman of its student union in 1966.

She then worked as a clerk in the Ministry of Justice between 1970 and 1971 and then between 1972 and 1974 for the first time as a clerk in the office of the then Ombudsman of the Storting for Administration (civil ombudsman) , Andreas Olai Schei .

She then worked for a year from 1974 to 1975 as a judge at the bankruptcy court of Sandefjord and then from 1976 to 1978 again as a clerk in the office of the new civil ombudsman Erling Sandene , before she held the function of secretary of the judicial committee of the Storting between 1979 and 1983 . In the mid-1970s she was also involved in local politics and was a deputy member of the Oslo City Council between 1975 and 1979 .

Minister and Judge

During a cabinet reshuffle on June 8, 1983, she was appointed by Prime Minister Kåre Willoch as Environment Minister (Miljøvernminister) in his cabinet and held this ministerial office until the end of Willoch's term of office on May 9, 1986. During this time, she graduated from 1985 to 1986 College of the Armed Forces (Forsvarets Høgskole) .

After leaving the government, Rakel Surlien served from 1986 to 1994 as a judge at the Eidsivating Lagmannsrett in Hamar , one of the six Norwegian courts of appeal. Between 1990 and 1994 she also acted as chairwoman of the supervisory board of the Norwegian Garden Society (Det Norske Hageselskap) and from 1991 to 2001 as vice- chairwoman of the state bank guarantee fund (Statens Banksikringsfond) .

From 1995 to 1997 she was head of department in the Ministry of Justice and subsequently from 1997 to 2001 a judge (Sorenskriver) at Nedre Romerike Tingrett in Lillestrøm , one of the ten courts of first instance within the jurisdiction of the appeal court in Hamar. Between 2000 and 2001, she also held the position of chairman of the board of the Norwegian Institute for Foreign Policy NUPI (Norsk utenrikspolitisk institutt) .

From 2001 to 2004, Rakel Surlien was the director of the Independent Legal Commission in Bosnia and Herzegovina, which is part of the High Representative for Bosnia and Herzegovina . Since 2004 she has been a judge at the Borgating Court of Appeal (Borgarting Lagmannsrett) based in Oslo.
