Ralf Niermann (born July 27, 1963 in Münster ) is a German local politician of the SPD . Since May 27, 2007 he has been the district administrator of the Minden-Lübbecke district in North Rhine-Westphalia .

biography

Ralf Niermann completed his school education in 1982 with the Abitur at the Besselgymnasium in Minden and then completed his basic military service with the pioneers in Minden. He studied political science and law at the Albert-Ludwigs-Universität Freiburg and the Westfälische Wilhelms-Universität Münster and has been doing his doctorate in law since 1992.

After working as a lawyer, Niermann became an advisor to the SPD parliamentary group in Brandenburg in 1995 and later became a personal advisor to the then Brandenburg Interior Minister Alwin Ziel . From 1996 to 2007 Ralf Niermann worked in the State Chancellery of Brandenburg, most recently as a government director in the field of political coordination with a focus on local politics. Ralf Niermann also lectured as a lecturer for local law and local finance.

Ralf Niermann is married and has one son. His father Erwin Niermann was city ​​director of the city of Minden from 1972 to 1991 .

Election to the district administrator

Niermann was the SPD candidate for the district council election on May 13, 2007 in the Minden-Lübbecke district. He prevailed against three other SPD candidates in a grassroots selection process by the SPD. In these primaries, in addition to their own party members, all other citizens of the Minden-Lübbecke district could also vote on the SPD candidate. In the election on May 13, 2007, Niermann received 45.92% of the vote. His opponent, the Christian Democrat Hartmut Heinen, a joint candidate for the CDU, FDP and Free Voting Community (FWG), received 44.56 percent of the vote. The turnout was extremely low at 32.8 percent. Since none of the candidates was able to unite more than half of the valid votes, a run-off election between Niermann and Hartmut Heinen took place two weeks later. Niermann won the runoff election on May 27, 2007 with 53.12 percent of the vote and a turnout of 27.23 percent and was thus elected full-time district administrator for the Minden-Lübbecke district. Due to the legal regulation for new elections in the current electoral period in North Rhine-Westphalia, Niermann was elected until the end of the electoral period of the district council in September 2014. In the runoff election on June 15, 2014 incumbent Niermann was able to prevail again with 63.80 percent of the vote against the challenger Hans-Jörg Deichholz (CDU). In 2020, after his term of office has expired, he no longer wants to run for office.
