The Regio Infra Service Sachsen was founded on July 5, 2001 as a railway infrastructure company (EIU) for the Chemnitz model .

The connection between Chemnitz and Stollberg was planned in advance as a pilot route in accordance with this concept . As early as December 15, 2002, the scheduled electric train operation with regional trams of the City-Bahn Chemnitz could begin . Other routes in the Chemnitz area were also prepared for an advance operation with diesel railcars.

A special feature in the RISS network is the Freiberg – Nossen line (Zellwaldbahn). This route is currently only used for freight traffic and for special trips with historic trains. A resumption of local rail passenger transport is not planned there.

The Neuoelsnitz – Lugau route, which has been closed to traffic since 2010 and has been closed since 2015, was put out to tender by RISS in July 2017 for delivery to third parties. The investments for restarting the line were put at a total of 380,000 euros. Since no other EIU took over the route, it was shut down and then de-dedicated.
