The regional council of East Frisia was founded by the districts of Aurich , Leer , Wittmund and the independent city of Emden on August 25, 2010. On April 24, 2015, the main committee of the regional council decided to dissolve the body.

The Ostfriesland regional council had 53 members who were recruited from the district assemblies and the city council of Emden as well as the main administrative officers of the member municipalities. The members of the regional council were delegated by the local parliaments for the duration of the electoral term. The members of the Lower Saxony State Parliament, the Bundestag and the European Parliament responsible for the region were members with an advisory function without voting rights.

The regional council should promote the cooperation of the four regional authorities as well as a common representation of interests of the region East Friesland vis-à-vis the state of Lower Saxony, the Federal Republic of Germany, the European Union and other agencies. An attempt was made to join the district of Friesland and the city of Wilhelmshaven , but it was never carried out. The common goal was the sustainable development of the region.

Until his appointment as minister in North Rhine-Westphalia in June 2012, Garrelt Duin , a member of the Bundestag from Hinte, was chairman of the regional council . Since March 6, 2013, his successor has been Hans-Dieter Haase , member of the Lower Saxony state parliament. Together with his two deputies, the Aurich district administrator Harm-Uwe Weber and the Leeran district council member Dieter Baumann, he formed the board of the regional council. In addition, the regional council had two other organs: the twelve-member committee and the plenary assembly, to which all members of the regional council belonged.

In 2005 the idea of ​​a great district of East Friesland was presented. This should include the districts of Aurich, Leer, Wittmund and the independent city of Emden. The initiator of the idea was the Großefehntjer entrepreneur Rolf Trauernicht . After massive resistance against the great district, the establishment of a regional council was discussed in 2006. This should also include the district of Friesland and the city of Wilhelmshaven. However, this could not be implemented in reality. The regional council was founded on August 25, 2010 by the districts of Aurich, Leer, Wittmund and the independent city of Emden. The city of Wilhelmshaven showed little interest in participating and the district of Friesland did not join the regional council as a full member. He wants but the cooperation projects such as the East Friesland Tourism Company, the State Theater , the Verkehrsverbund Ems-Jade and the vocational academy Ostfriesland contribute content .

The original plan was to have the East Frisians themselves elect the regional council in the 2011 local elections; However, this election did not come about because two district councils (Leer and Wittmund) had not passed any resolutions. However, those involved continued to seek direct elections for the subsequent local elections.

On April 25, 2015, the regional press reported that the regional council would cease its work after the representatives of the SPD, CDU and Greens parliamentary groups had withdrawn. The reason was u. a. the non-functioning work in the specialist committees and the lack of competencies in the regional council.
