Reinhard Leutner

Reinhard Josef Leutner (born September 15, 1942 in Marktgraitz ) is a German local politician ( CSU ). From December 15, 1993 to December 14, 2011 he was district administrator of the Upper Franconian district of Lichtenfels .

After finishing school, Leutner started a career as an administrative officer. From 1963 to 1966 he trained as a government inspector in the Lichtenfels district office and in October 1966 took up a position in the government of Upper Franconia . In the spring of 1968 he moved to the district office of the Staffelstein district , where he was promoted to chief government inspector. Parallel to his professional activity, he studied evening classes at the Administration and Business Academy in Nuremberg and graduated with an administrative diploma.

In 1972, as the youngest full-time mayor of Bavaria, he was elected 1st mayor of the town of Staffelstein . He also took on a mandate in the district council of the Lichtenfels district, where he was later elected chairman of the CSU parliamentary group.

In the autumn of 1993, Leutner was elected from originally four applicants after a runoff election with 55.82 percent of the votes to succeed Ludwig Schaller in the office of the district administrator of the Lichtenfels district. He was confirmed in office twice: in 1999 with 97.57 percent of the vote, six years later with 72.55 percent.

From October 9, 1998 to October 17, 2008 he was a member of the district assembly of Upper Franconia. From October 16, 2003 until his departure, he was chairman of the CSU parliamentary group.

Since May 9, 2008, Reinhard Leutner has been chairman of the Upper Franconian District Association in the Bavarian District Association ; his successor was Bernd Hering ( SPD ), the then district administrator of the district of Hof .

On the night of May 17, 2011, Leutner fell in front of his house in Staffelstein after attending a veterinary congress. Leutner got out of a taxi at around 2:45 a.m. - the distance from the conference venue to home was only 350 meters - and was found unconscious at around 7 a.m. During the hours in question, the district administrator's purse was also lost. The taxi driver, possible passengers and a newspaper delivery person were suspected of abandoning a helpless person or of stealing. The fact that not insignificantly much beer was consumed by the guests present at the conference in the Adam-Riese-Halle only played a subordinate role in the investigations of the public prosecutor's office and in the reporting of the local press. Whether the fall was the cause of the cerebral hemorrhage or a consequence of it remained open.

Originally, Leutner planned to retire in autumn 2011. As a result of the fall in front of his house, however, Leutner had become incapacitated , the deputy district administrator Helmut Fischer took over the official business until Christian Meißner was sworn in as district administrator of the Lichtenfels district. Leutner still suffers from the consequences today - he had to accept losses in his cognitive abilities and his physical abilities . He largely withdrew from the public eye; Pictures showing him in a wheelchair are largely avoided by the local press. On the occasion of his 70th birthday, he was invited to a small reception by his chosen successor Christian Meißner in the Lichtenfels district office and recognized for his services.
