Rex Browning

Rex Alan Browning CB ( July 22, 1930 , † May 29, 2009 ) was a British administrative officer and diplomat , who was Deputy Secretary of the Overseas Development Administration between 1981 and 1986 .

Life

Browning completed after the visit, which was founded in 1532 Bristol Grammar School , a study of history at Merton College of the University of Oxford . In 1952 he entered the public service (Her Majesty's Civil Service) and until 1957 worked as a tax inspector at the tax and customs administration (HM Revenue and Customs) . In 1957 he joined as an official in the Colonial Office ( Colonial Office ) , where he was in the Department of International Relations operates. As such, he attended meetings at the United Nations in New York City that dealt with issues of decolonization . In 1964, Browning moved to the Ministry of Overseas Development ( ODM ) , newly created by the Labor Party government under Prime Minister Harold Wilson , of which Barbara Castle became the first minister . In 1969 he was seconded to the diplomatic service (Her Majesty's Diplomatic Service) and until 1971 served as First Secretary and Development Aid Officer at the High Commission in Singapore . Then he returned to the Ministry of Overseas Development, and served from 1971 to 1973 as an assistant to Richard Wood , who was then Minister for Overseas Development (Minister for Overseas Development) at the Ministry of Foreign Affairs and Commonwealth affairs concerning ( Foreign and Commonwealth Office ) was. In 1973 he was seconded to the diplomatic service and served until 1976 as counselor and head of the overseas development department at the embassy in the USA . At the same time, he was in 1973 alternating Executive Director and representatives of Great Britain in the World Bank belonging to the International Bank for Reconstruction and Development .

After his return, Browning became Undersecretary of State for Asia to the Minister for Overseas Development Frank Judd in 1976 and from February 21, 1977 his successor Judith Hart . After 1978 the Ministry of Commerce ( Board of Trade ) was seconded, he returned to the now in 1980 Overseas Development Administration back renamed (ODA) authority for overseas development. This continued to be subordinate to the Foreign Ministry and was headed by a Minister of State with the title Minister for Overseas Development . Most recently he was Deputy Secretary of the Overseas Development Administration from 1981 to 1986 and thus practically deputy to the then Development Aid Minister Neil Marten and from 1983 to Timothy Raison . For his many years of service, he became Companion of the Order of the Bath (CB) on January 1, 1984 .

Browning had been married to Paula Mc Cain since 1961.
