He studied at the higher business and administration school in Zurich with a degree in business administration . From 1980 he worked as a civil servant auditor in the financial control of the Canton of Bern .

Bern financial affair

Hafner had reported grievances to his superiors several times, but had been rejected by them. On August 24, 1984, he sent a 23-page letter to all members of the Grand Council calling for a commission of inquiry to be set up. In his letter, he accused the government council of misappropriating lottery money and supporting secret voting committees with public funds. Thus, the Government have the antiseparatistischen fighting organization Force démocratique 120,000 Swiss francs for lobbying in the Jura conflict transferred and referendum campaigns of the Swiss People's Party supported with grants. The public prosecutor's office issued an arrest warrant against Hafner, he left the finance department before the police arrived and went into hiding, and his parents' apartment was searched. Hafner's revelations sparked a "political earthquake". The report of the Special Commission of Inquiry of August 26, 1985 confirmed the allegations. In addition, on November 1, 1985, Hafner disclosed fraudulent expense reports. The government councilor and police director Hans Krähenbühl (FDP) had his Jaguar repaired several times at the expense of the state. On November 11, 1985, Krähenbühl and the government councilor Werner Martignoni (SVP) announced that they no longer wanted to run for the 1986 elections. As a result, a cantonal government dominated by red and green was elected for the first time in 1986.

After the affair

Hafner was unable to continue his professional career as planned. He was a member of the Grand Council of the Canton of Bern and from 1987 to 1994 the National Council. He then became the managing director of a social therapeutic home and managed a retirement and nursing home in Dornach. Since then he has been the manager of a school for disabled young people.

On March 3, 2013, he was elected to the Solothurn Cantonal Council for the Green Liberals .
