The Ninth Book of the Social Code (SGB IX) contains the regulations for the rehabilitation and participation of people with disabilities in Germany . With the SGB IX, the rehabilitation law and the severely handicapped law were included in the social code.
Most of the law came into force on July 1, 2001. Since then the law has been changed many times. On January 1, 2018, as part of the second stage of the Federal Participation Act, a completely new version of SGB IX came into force. On January 1, 2020, Sections 140 to 145 of SGB XII are to be integrated into SGB IX. Since January 1, 2018, these sections regulate the right to participate in working life for people with disabilities.
purpose
The purpose of SGB IX is to promote people with disabilities and people at risk of disability with regard to their self-determination and their equal participation in life in society and to avoid or counteract discrimination. The Federal Participation Act is intended to make it clear that people with disabilities should no longer be treated as "social assistance cases".
performance
The responsible social service provider can provide rehabilitation and participation services alone or through non-profit or private rehabilitation services and facilities ( Section 28 (1) SGB IX). The right to provide services then leads to a triangular relationship under social law.

SGB IX is divided into three parts, each of which is divided into chapters:
- Part 1 ( §§ 1 to 89 ) Regulations for people with disabilities and people at risk of disability
- Part 2 ( Sections 90 to 150 ) Special services for a self-determined lifestyle for people with disabilities (integration assistance law)
- Part 3 ( §§ 151 to 241 ) Special regulations for the participation of severely disabled people (severely disabled person law)
