The club was founded in 2009 as "TTM-Samut Sakhon FC". The club was named after the sponsor Thailand Tobacco Monopoly, TTM FC. The game was played at the Institute of Physical Education Samut Sakhon Stadium. At the end of the 2009 season it was decided to move to Phichit Province . In 2010, Udon Kraiwattananusorn, Chief Executive of Samut Sakhon PAO, decided to found Samut Sakhon FC. From that season onwards they played in the third division, the Regional League Division 2 . From 2010 to 2017 they played in Division 2 in different regions (2010-2011 Region Central / East, 2012 Region Bangkok, 2013-2015 Region Central / East, 2016 Region West, 2017 Region Lower). As a champion in 2017 you rose to the Thai League 2 . The 2018 season ended with an excellent sixth place.
