The Shura Council ( Arabic مجلس الشورى Majlis asch-Shura , DMG maǧlis aš-šūrā , ˈmæɡles eʃˈʃuːɾɑ ) was an advisory body and until 2014 the upper house of the former Egyptian parliamentary bicameral system . It was abolished with the new Egyptian constitution of 2014.
The Shura Council was only introduced in 1980 with a constitutional amendment. It consisted of 264 members, 174 of whom were directly elected for six years and 88 were appointed by the President of the State of Egypt . Half of the members were re-determined every three years. The council had legislative power with the Egyptian people's assembly .
The last elections to the Shura Council took place in January and February 2012 . In the first round, 3,543,972 people voted; in the second round 2,606,126 (turnout about 12% about 9%).
After Mohammed Mursi came to power in mid-2012, what was once only an “insignificant advisory chamber” became an Islamist-dominated “emergency parliament”. Morsi was overthrown by the Egyptian military on July 3, 2013 ; Interim President Adli Mansur dissolved the Shura Council (as the first official act). New elections were initially announced, but they did not take place before the body was abolished.
