In between, he was National Security Advisor to the then President Anwar as-Sadat from 1971 to 1974 and Chief of Staff to Foreign Minister Mustafa Chalil from 1978 to 1980 .

During the collapse of the Soviet Union in 1990 he became ambassador to Moscow . He then served from 1992 to 1999 Ambassador to the United States and then for some time ambassador to Belgium at the same time as a representative and as such the European Union accredited . In May 2001 he was appointed foreign minister by President Muhammad Husni Mubarak as the successor to Amr Musa , making him the fourth foreign minister during Mubarak's presidency. The appointment caused some confusion, as his younger brother Ali Maher was also named as a candidate for the office. In December 2003, while visiting Israel, he was attacked by Palestinian extremists on the Temple Mount .
