Sebastian Kluckert (legal scholar)

Sebastian Kluckert (born June 26, 1974 in Berlin ) is a German legal scholar and professor of public law as well as a former politician ( FDP ). He was a member of the Berlin House of Representatives from 2006 to 2011 .

Life

After a foreign school year at the Warren Central High School ( Vicksburg Mississippi / USA), where he earned the high school diploma and graduating from the Berlin Canisius College High School graduated Sebastian Kluckert a degree in business administration at the University of Cooperative Education Berlin , which he as a graduate -Betriebswirt graduated. During his studies, Kluckert completed an in-company training in the Dresdner Bank Group . He then studied law at the Free University of Berlin . In 2002 he passed his first state examination in law, and in 2010 the second.

From 2002 to 2008 Kluckert was a research assistant at the Chair of Constitutional and Administrative Law, Public Commercial Law and Social Law at the Free University of Berlin with Professor Helge Sodan . In 2008 he was with the work Statutory health insurance as being addressed by the European competition law to Dr. jur. PhD . From 2012 to 2016 he worked as a research assistant at the aforementioned chair. With Scripture attention and law to Kluckert the Free University of Berlin habilitated in December 2016 at the Faculty of Law and received permission to teach in the subjects of Constitutional and Administrative Law, European Law, Public Law and Social Security Law. Then took Kluckert in the summer term 2017 and winter term 2017/2018 the chair of the former judge of the Constitutional Court 's Udo Di Fabio at the Rheinische Friedrich-Wilhelms-University of Bonn . At the beginning of the summer semester 2018 he was appointed university professor at the Bergische Universität Wuppertal . There he holds a professorship for public law .

Until his appointment as a university professor, Kluckert also worked as a lawyer, from 2013 in a leading law firm specializing in the healthcare sector.

Research priorities

Kluckert's research focuses on constitutional and administrative law, administrative procedural law, health management law and statutory health insurance, German and European competition and antitrust law as well as subsidy law.

politics

Kluckert has been a member of the FDP since 1997. Since 2000 he has been chairman of the FDP Britz / Buckow / Rudow , since February 2006 also chairman of the Neukölln district association . From 2001 to 2006 he was a member of the district assembly in Neukölln and chairman of the FDP parliamentary group , then from 2006 to 2011 a member of the Berlin House of Representatives. Sebastian Kluckert was elected via the Neukölln district list with 9.6% of the second vote (2001: 10.1%). In the FDP parliamentary group, he was the spokesman for constitutional and legal affairs. In the election for the Berlin House of Representatives in 2011 , the FDP missed re-entry into parliament and Sebastian Kluckert's mandate ended. From 2010 to 2012 he was deputy state chairman of the Berlin Liberals.

Private

Kluckert is married to the FDP member of the Bundestag Daniela Kluckert .
