Simonov completed an apprenticeship as a locksmith from 1916, after which he worked in the First Russian Rifle and Machine Gun Factory in Kovrov . There he met with Vladimir Grigoryevich Fyodorov , the designer of the Awtomat Fyodorova self-loading rifle . In 1924 he graduated from the Moscow State Technical University and began working as an inspector at the Tulski Oruscheiny Sawod , the state arsenal in Tula .

His work was focused on the development of modern self-loading rifles that were supposed to replace the Mosin-Nagant repeater. Its first development accepted by the Red Army was the Simonow AWS-36 , but it did not prove itself. When the Wehrmacht attacked the Soviet Union in June 1941, he was commissioned to design an anti-tank weapon as quickly as possible. The result of his efforts was the heavy PTRS 41 anti- tank rifle in 14.5 mm caliber. Before the end of the war, he presented another automatic rifle, namely the Simonow SKS-45 . The light and reliable carbine was based on the PTRS technology, but was set up for the newly developed short cartridge caliber 7.62 × 39 mm . His name is particularly associated with this weapon, which has been replicated millions of times around the world. In 1954, he was honored with the Hero of Socialist Labor award for his services .
