Serhij Wassilowitsch Kiwalow ( Ukrainian Сергій Васильович Ківалов ; Russian Сергей Васильевич Кивалов ; born May 1, 1954 in Tiraspol , Moldovan SSR ) is a Ukrainian politician . He belongs to the Party of Regions .

life and career

Kivalov was born in Tiraspol and studied law in Sverdlovsk from 1976 to 1980. After his studies and his military service, he first worked in the Soviet Ministry of the Interior , later he was a lecturer at the University of Odessa . In 1998 he was co-founder and first President of the Odessa National Legal Academy ( Одеська юридична академія ). Since 1998 Kivalov was a member of the Ukrainian Parliament and a member of the Supreme Council of Justice of Ukraine.

In February 2004, Kivalov was appointed chairman of the Central Electoral Commission of Ukraine for the presidential elections, in this context he resigned his mandate. Shortly after the polls closed on November 21, 2004, Kivalov announced a victory for the candidate Viktor Yanukovych . Due to allegations of fraud and the subsequent mass protests (Orange Revolution), the decision of the electoral commission was declared invalid by the Supreme Court in Kiev and Kivalov had to resign as head of the commission. In this context, he was repeatedly accused of having manipulated or falsified the election result. Kivalov has always denied these allegations and there was never a judicial conviction. Viktor Yushchenko won the repetition of the runoff election for president .

Since the parliamentary elections in May 2006 , Kivalov was again a member of the Verkhovna Rada , at times he was chairman of the parliamentary committee on justice. Kiwalow was instrumental in the drafting of the law "On the Basics of State Language Policy". The controversial law, which came into force in August 2012, provides for a wider use of regional languages ​​in everyday and official use and is seen primarily as an enhancement of the Russian language . The debate and vote in parliament on the law was accompanied by tumult and brawl. Since then, the Russian language has had official status in Ukraine for the first time since 1991.

Kivalov was awarded the Order of Friendship by then Russian President Dmitry Medvedev in 2009 and the Pushkin Medal by Russian President Vladimir Putin in February 2013 . He is a member of the Ukrainian delegation to the Parliamentary Assembly of the Council of Europe PACE .
