The restructuring of the security authorities in 2012 includes the amalgamation of the nine Austrian security directorates , 14 federal police directorates and nine regional police commanders into nine regional police directorates from September 1, 2012.

The concept for the restructuring was presented in November 2011 by Interior Minister Johanna Mikl-Leitner and State Secretary Josef Ostermayer . The nine security directorates and 14 federal police directorates , which are security authorities, as well as the nine state police commanders , which are the departments of the federal police guard , should be merged into one state police directorate per federal state . The concept envisaged an "integration of security authorities and guards". The guard body of the Federal Police was to remain, but its leadership was merged with the management of the authorities.

The state police directorate should have its seat in the respective state capital and the designation: "Landespolizeidirektion ..." with the addition of the name of the federal state for which it is established. At the locations of the previous Federal Police Headquarters, the LPD should perform the function of the security authority of the first instance. At these locations, with the exception of the provincial capitals, police commissariats are set up as branch offices of the LPD with the designation "Polizeikommissariat ..." with the addition of the name of the respective municipality, but they do not have their own authority. In Vienna there was already a personal union of security director and police chief, which is now being expanded to include the integration of the state police command. In addition, the branch offices of the previous BPD Vienna in the municipal districts were previously referred to as police commissioners. The state police directorate is to be headed by a state police director, in Vienna by the state police president, and two deputies. The concept stipulated that each deputy should head one of the two areas of responsibility. These two fields of activity are:

  • Operational - This area is responsible for criminal and security police tasks
  • Support and Regulatory Processes - These include logistics, personnel administration, or administrative processes

The aim of the reform was a lean management structure with a reduction from 31 to nine authority heads. Furthermore, a lower number of interfaces should mean a reduction from 30 budgets to nine detailed budgets for budget control. As central and service-oriented contact points for the citizens, there should be “Citizen Service Points” at the authorities' locations. By investing in security instead of in structures, the use of synergies from the streamlining of the administration in favor of the executive service should take place. Another aim was to generate more effectiveness and efficiency within the police through clearly regulated internal processes. Ultimately, the mergers are intended to provide career opportunities for the employees of the Ministry of the Interior, from the police inspection to the state police departments and up to the Ministry of the Interior.

The state police director / state police president is intended both as an E1 officer of the executive service ("police officer") for which a master's degree with postgraduate degree is necessary, and as an A1 officer of the legally qualified, higher service ("police lawyer"). From the year 2022, the state police director / state police president is to be fixed as an A1 officer, whereby not only legal training is required, but also extensive executive management training. The aim is to ensure that executive service training is also recognized as A1-level with appropriate legal training. In the future, appropriately trained lateral entrants should also be able to obtain the post of state police director.

In four working groups ( Organization and Personnel , Infrastructure , Legislation and Personnel Development ), members of the security departments, federal police departments and state police commanders worked out concrete implementation plans. These were available by mid-2012. In autumn 2012, the state police headquarters are to be finally set up.

The legal implementation of the project required adjustments in the area of ​​constitutional law (Articles 78a to 78d of the B-VG ), as well as in simple laws such as the Security Police Act or in numerous administrative laws in which the various levels of the security authorities have the right to participate and punish.

On April 19, 2012, the project was approved by the National Council as part of the Security Authority Restructuring Act.

In March 2012, the personnel deployment concepts for the state police departments except Vienna, in April 2012 for the LPD Vienna. The LPD are monocratic security authorities, the head of which is the respective state police director to whom two state police director deputies are attached. In Vienna, the official title of the head of the authority is State Police President, who is accompanied by two State Police Vice Presidents. Due to the size of the authority, an independent LPD model was developed for Vienna. Despite the monocratic orientation, the distribution of tasks is based on a managerial model. The respective head of the authority acts as managing director, his respective deputy is responsible for one of the two business areas (A and B).
