Sexual neglect

The term sexual neglect or moral neglect describes a sexual behavior that deviates from the social norm. Girls and women were predominantly described as sexually neglected in sociological , socio-educational and educational contexts; the term played an important role in the imprisonment and persecution of women during the Nazi era and was a catchphrase in educational work in the 1950s and 1970s. Through media reports on provocative rap texts, cases of child poverty and neglect as well as excessive media consumption, the term, now related to children and adolescents of both sexes, came back into social discussion from the mid-2000s.

During the National Socialist era, girls and women were referred to as sexually neglected and accused of changing ( promiscuous ) or socially unacceptable sexual contacts . This affected prostitutes , women who were described as anti- social (see also the marginalized social group ), lesbians and women with Jewish sexual or life partners who were accused of “ racial disgrace ”.

Moral neglect, also known as fornication , was seen as a problem that could lead to "sexual disorder" and a decline in morality . From the beginning of the war (1939) many men were not at home or were stationed in other parts of the country due to the war; it was felt that this exacerbated the problem.

Many girls and women who were described as morally neglected or judged to be judicially condemned were taken to concentration camps such as the Ravensbrück women's camp or the nearby Uckermark girls' camp ; many of them were murdered. The term "sexually neglected" was only used for girls and women during the Nazi era, while the sexual behavior of men was branded exclusively under the term homosexuality .

The National Socialist leadership particularly suspected the Association of German Girls of promoting sexual deviance instead of preparing the girls and young women solely for their tasks as spouses and mothers for the benefit of the national community .

In Germany , too , behavior deviating from applicable social norms or suffering sexual abuse were used as an opportunity between 1950 and 1970 to admit girls to nursing homes, where they were sometimes severely mistreated. Deviations from social norms were sanctioned even more rigidly in the homes of the Magdalene Order in Ireland, which existed until the 1990s. In the course of the realization of sexual self-determination for women, such sanctions disappeared from the 1970s.

Usage of the term today

When in April 2006 and February 2007 young liberals from Lower Saxony demanded the release of pornography over 16, various commentators from politics and youth welfare, from workers welfare to the SPD to the CDU / CSU, claimed that this would lead to further "sexual neglect" Advancing young people.

After February 2007, the term "sexual neglect" was used increasingly in media reports that focused on Internet pornography and rap with pornographic texts. The most significant contribution here was the article “Voll Porno” by journalist Walter Wüllenweber in “Stern”. Various other media took up the topic and produced articles with a similar tenor and in some cases the same actors as in the “Stern” article, including the television magazines Frontal21 and Monitor . The founder of the Christian children's aid project Die Arche , Bernd Siggelkow , spoke of sexual neglect among children and adolescents in his book Germany's sexual tragedy , published in 2008 .

Sex research of the 2000s, on the other hand, did not find any empirically demonstrable changes in behavior among adolescents in such a direction. For example, the Leipzig sex researcher Kurt Starke describes “sexual neglect” as a “pure media phenomenon” and “sensationalism”.

In an interview with the newspaper Die Zeit, Jakob Pastötter , President of the German Society for Social Science Sexual Research , described speechlessness and the lack of father figures as reasons for unspecified sexual neglect that goes hand in hand with social neglect.
