The strength and equipment verification ( STAN or StAN ) defines the planned equipment of an organizational unit in terms of personnel ( strength and composition according to functions and training) and material (e.g. vehicles, equipment and consumables).

The StAN is still used today by the technical aid organization and various aid organizations . In the Bundeswehr it was replaced by the target organization with the introduction of SASPF . They were also used for civil protection , the air raid auxiliary service and for the civil protection corps .

The strength and equipment verification forms the basis for the establishment of (organizational) units of the technical relief organization. It includes information on tasks as well as personnel and material equipment for both the operational-tactical units ( technical trains , rescue groups and specialist groups ) as well as the administrative and organizational facilities ( local association , regional association, etc.).

The STAN of the THW are subject to regular revision by the THW management, which is advised by the specialist working groups formed from the voluntary office.

The strength and equipment verification (also organization, strength and equipment verification - O-STAN ) was the organizational basis for armed forces, which stipulated the organizational structure of the order in the case of defense (V) and in peace (F), and Information was provided about tasks, mobility and assignment as well as structure, number of staff, equipment with material and the binding of staff and material. The STAN was thus the basis for personnel, training, material, mobilization and infrastructure planning.

The STAN stipulated the target for personnel and material for units and military services based on military-tactical demands and budgetary regulations and, in conjunction with the organizational order of the Federal Defense Minister, specified the organization of the units and military services.

In the Bundeswehr there were so-called F-STAN , V-STAN and FV-STAN until the beginning of the transformation . Here F stood for peace, V for defense . An F-STAN was only valid in peacetime and existed, for example, for training companies that only carried out basic general training for recruits or for schools. If the state of defense had been declared, units with F-STAN would have been deactivated. On the other hand, units with V-STAN would have been activated, which only existed in the V case, but not in peacetime. These were all non-active units, whose staff consisted mainly of (mob) scheduled reservists . Units with FV-STAN existed in both the Peace and the V Fall. This was the case for most units, especially the army . Personnel and material (if it was not already available and stored) of the V-STAN had to be called up first, material of the F-STAN would have been handed over or stored.

In addition to the content described above, the STAN also contained a detailed description of the order of the relevant department.

With the introduction of SASPF from October 2000, the STAN was replaced by the target organization , where it is essentially represented in the SollOrgPers (personnel strength) and the SollOrgMat (material equipment).

Civil protection

Until 1997, civil protection was divided into trains, groups and facilities, the size and equipment of which were listed in the strength and equipment certificates for the units and facilities of the civil protection. However, these regulations are no longer valid since the law on the reorganization of civil protection (ZSNeuOG) came into force on March 25, 1997.

All disaster control units established by state law then also take on the task of protecting the population in the event of a defense . For this purpose, units in the areas of fire protection, NBC protection, medical services and support receive additional equipment.
