Transformation of the Bundeswehr
Under transformation of the Bundeswehr is the transformation process of the Bundeswehr after 2002 understood to about in 2009.
The focus of the transformation is on the ongoing, forward-looking adaptation process in order to increase the operational capability of the Bundeswehr and to maintain it in the long term. The transformation of the Bundeswehr thus replaces the reforms carried out at irregular intervals, which always achieved a defined static final state or had as their goal.
The transformation is an adaptation of the original tasks of the Bundeswehr to changed political constellations. These include above all missions abroad with the aim of crisis intervention or crisis stabilization, in which the Bundeswehr has been increasingly involved since the end of the Cold War . Since September 11, 2001 , tasks such as nation building and the fight against terrorism have also come to the fore against asymmetrically organized opponents. The transformation led u. a. to divide the Bundeswehr into three force categories: intervention forces , stabilization forces and support forces . Furthermore, the ability to carry out multinational, networked, (partial) and cross-armed operations should be expanded.
In 2002, NATO decided that the ACT in Norfolk, Virginia , would be responsible for transforming the armed forces . In the Bundeswehr, the center for the transformation of the Bundeswehr, which is part of the armed forces base , is in charge .
The transformation was started in 2005 by the then Defense Minister Peter Struck through the Berlin decree and ended around 2009. The realignment of the Bundeswehr with the Defense Policy Guidelines 2011 will begin in 2010 .
