A state act is a solemn event to honor a person who is important for a state or an outstanding event. A state act is characterized by an elaborate ceremony , a representative setting and the presence of high officials.

A state act can be

  • a state funeral,
  • an act of mourning
  • or another state and ceremony.

Germany

At the federal level , only the Federal President is authorized to initiate state acts. This is done in coordination with other constitutional bodies .

According to the ordinance on state funerals and state acts of June 2, 1966, a state act can be granted in particular to people in public life who have rendered outstanding services to the German people. This posthumous honor has so far been bestowed on the former Federal Presidents, Federal Chancellors , Federal Parliament Presidents and some former Federal Constitutional Court Presidents and Federal Ministers .

In recent years, the honor has mostly taken the form of an act of mourning, most recently on January 24, 2017 for the deceased Federal President a. D. Roman Herzog . The most recent state funeral in 1997 was the funeral for the deceased Bundestag President a. D. Kai-Uwe von Hassel in Bonn .

An act of mourning was also held in memory of the victims of the December 2004 tsunami . State acts are also held in Germany on important anniversaries, for example on the sixtieth anniversary of the Federal Republic. Every year, the official part of the Day of German Unity also includes a state act.

The Domestic Protocol Unit in the Federal Ministry of the Interior is responsible for planning and carrying out state acts and state funerals . The state governments can also order state acts, for example in 2015 in North Rhine-Westphalia for the victims of the crash of Germanwings flight 9525 .

Austria

The Council of Ministers decides on state funerals and so-called state funerals . The honors are intended for federal presidents , federal chancellors and national council presidents . If they die in the exercise of their office, a state funeral is possible, otherwise a state funeral. The deceased presidents of the Second Republic are buried in the presidential crypt in Vienna's central cemetery.

European Union

The European Union has the deceased German Chancellor a. D. Helmut Kohl honored with an act of mourning. The ceremony took place on July 1, 2017 in the session room of the European Parliament in Strasbourg at the invitation of the Presidents of the European Parliament , the European Council and the European Commission . It was the first act of mourning at the European Union level.
