Stefan Kapferer

Stefan Kapferer (born November 6, 1965 in Karlsruhe ) is a German politician ( FDP ) and manager.

Life and work

After graduating from high school, Kapferer did his military service with the 300 anti-aircraft regiment in Marburg (Lahn) . He then studied administrative sciences at the University of Konstanz . After graduating, he worked on a research project at the Treuhandanstalt , as a speaker for Stefan Diekwisch and as a consultant for Wolfgang Gerhardt .

Stefan Kapferer acted from 1994 to 1998 as state manager and press spokesman for the FDP Lower Saxony and from 1999 to 2003 as head of the strategy and campaigns department in the FDP federal office. From April 2002 to July 2003 he was deputy federal manager of the FDP.

From 2003 to 2008, Kapferer acted as a department head in the Lower Saxony State Chancellery ( Wulff I cabinet ) and as head of the department of the State of Lower Saxony at the federal level. From October 2008 he was State Secretary of the Lower Saxony Ministry of Economics, Labor and Transport under Minister Philipp Rösler (FDP). From November 2009 to May 2011 he was permanent state secretary of the Federal Ministry of Health , also under Rösler ( Merkel II cabinet ). He also followed Rösler in his change of department to the Federal Ministry of Economics and was also State Secretary there from June 2011. After the federal election in 2013 , the FDP left the Bundestag, Rösler left the Federal Government and Sigmar Gabriel (SPD) became the new Federal Minister of Economics ( Merkel III cabinet ). Kapferer remained State Secretary until September 2014. From April 2012 to June 2014 he was also Chairman of the Supervisory Board of the German Energy Agency .

From October 2014 to April 2016, Kapferer was Deputy Secretary General of the Organization for Economic Cooperation and Development (OECD) in Paris. From May 2016 to October 2019 he was General Manager of the Federal Association of Energy and Water Management . Since December 2019, Kapferer has been chairman of the management board of the transmission system operator 50Hertz Transmission .

During the exploratory talks on the formation of a government after the 2017 federal elections , Kapferer was invited to join the working group on climate and energy policy as the acting chief lobbyist of the German energy industry . According to the FDP, Kapferer, who is also a member of the FDP, was invited by Chancellor Angela Merkel and the CDU politician Peter Altmaier . Kapferer did not have a negotiating mandate for the FDP.

Kapferer is married and has two children.
