Steffen Bilger (born February 16, 1979 in Schongau ) is a German politician ( CDU ) and member of the Bundestag for the Ludwigsburg constituency. Since March 14, 2018 he has been Parliamentary State Secretary at the Federal Minister for Transport and Digital Infrastructure .

Professional background

After graduating from high school in 1998 at the Max-Born-Gymnasium Backnang , Bilger did his community service . He then completed a law degree at the Eberhard Karls University in Tübingen , which he completed in 2004 with the first state examination in law. In 2006, Bilger completed a legal traineeship at the Stuttgart Regional Courtwith the second state examination in law. In 2007 he was admitted to the bar and founded a law firm together with two colleagues. From 2007 to February 2018 he worked as a lawyer. Since 2006, Bilger has also worked in the strategy department of the Mannheim energy service company MVV Energie .

Political party

As a schoolboy, Bilger joined the Junge Union in 1996 and also became a member of the CDU. From 1998 to 1999 he acted as state chairman of the Baden-Württemberg Students 'Union and from 1998 to 2000 as Federal Managing Director of the German Students' Union . In 2006, Bilger was elected state chairman of the Junge Union Baden-Württemberg and was confirmed in office in 2008, 2009 and 2010.

On October 1, 2011, Bilger was elected district chairman of the CDU North Württemberg, the largest of the four CDU districts in Baden-Württemberg. He clearly prevailed against his competitor, the former State Secretary for Art, Dietrich Birk . After his election as CDU district chairman, he did not run again as state chairman of the Junge Union and was replaced in this office on November 12, 2011 by Mannheim CDU city councilor Nikolas Löbel . From 2014 to February 2018 Bilger was chairman of the young group of the CDU / CSU parliamentary group .

In 2009, Bilger won the direct mandate in constituency 265 Ludwigsburg in the Bundestag election with 39.9% of the vote and became a member of the German Bundestag . In the 17th Bundestag he was a full member of the Committee for Transport, Building and Urban Development, a member of the Parliamentary Advisory Council for Sustainable Development and a deputy member of the Health and Environment, Nature Conservation and Nuclear Safety Committees . He was also a full member of the Enquete Commission on Growth, Prosperity, Quality of Life .

In the federal election on September 22, 2013, Steffen Bilger again won the direct mandate in constituency 265 Ludwigsburg with 50.4% . In the 18th Bundestag he was a full member of the Parliamentary Advisory Council on Sustainable Development , the Committee on Transport and Digital Infrastructure , the Joint Committee and the Railway Infrastructure Advisory Board , and chairman of the board of trustees of the Federal Agency for Civic Education . He has also been chairman of the MIT transport forum since 2013 and a full member of the mediation committee of the German Bundestag and the Bundesrat since 2016 . Within the transport working group of the CDU / CSU parliamentary group , Bilger was, among other things, a reporter for alternative drives . He also headed the electromobility parliamentary group of the German Bundestag. In addition, until January 2018 he was chairman of the Junge Gruppe, the union of all Union MPs under 35 years of age.

In the federal election on September 24, 2017 , Steffen Bilger was again able to win the direct mandate in constituency 265 Ludwigsburg with 38.3% .

In the coalition negotiations between the Union and the SPD, Steffen Bilger worked in the “Transport, Infrastructure” working group. Since March 14, 2018 he has been Parliamentary State Secretary at the Federal Minister for Transport and Digital Infrastructure . In April 2018 he also became the federal government's coordinator for freight transport and logistics.

Steffen Bilger is a member of the non-partisan European Union Germany , which advocates a federal Europe and the European unification process.

Positions
