Under the leadership of Bison , the underground organization "Shadowlaw" has secured a great deal of influence and power through terrorism, drug and arms trafficking and is now working towards the presidency in the United States. In the following final fights, Guile meets Bison unsuccessfully and Honda faces Bison's boxer recruit Balrog , while Ryu's opponent is his friend Ken, who has been manipulated by Bison. However, old memories of his friendship with Ryu are slowly lifting Ken's brainwashing and they fight Bison together. This now fights without psycho power and Ryu and Ken can finally destroy Bison with a shared Hadou-Ken. Meanwhile, the US military is destroying Shadowlaw's base.
