The Institute for Technology Assessment and Systems Analysis (ITAS) deals in theory and practice with technology assessment (TA) and systems analysis and was established on July 1, 1995 after a long institutional history. With the merger of the University of Karlsruhe (TH) and the Karlsruhe Research Center on October 1, 2009 to form the Karlsruhe Institute of Technology (KIT), ITAS became an institutional research facility of KIT, which also belongs to the Helmholtz Association of German Research Centers (HGF).

Objective and tasks

The institute researches scientific and technical developments in relation to systemic relationships and technological consequences. It develops and imparts knowledge and assessments. It designs options for action and design. Research focuses on ethical, ecological, economic, social, political-institutional and cultural issues.

The main goals are to provide advice on research and technology policy, to provide orientation knowledge for the design of socio-technical systems, and to carry out discursive procedures on open or controversial technology policy issues. ITAS advises the German Bundestag through the Office for Technology Assessment (TAB) and, as a leading member of the European Technology Assessment Group (ETAG), the European Parliament . The results of the research and advice are public.

Since 1992 the institute has published the journal TATuP - Journal for Technology Assessment in Theory and Practice .

Networking

ITAS has been a member of the European Parliamentary Technology Assessment (EPTA) network via TAB since 1990 . ITAS is still a founding member of the German-speaking Network Technology Assessment (NTA) .

history

The history of the institute and its predecessor institutions goes back to the 1950s. In 1958, Helmut Krauch and Werner Kunz founded the Study Group for Systems Research (SfS) in Heidelberg. In 1975 the "Planning and Innovation" division of the SfS was transferred to the Institute for Applied System Technology and Reactor Physics (IASR) at the Karlsruhe Research Center , headed by Wolf Häfele .

In 1977 the independently operating department for applied systems analysis (AFAS) was founded, headed by Herbert Paschen . After a decision by the supervisory board of the Karlsruhe Research Center, AFAS was upgraded under the leadership of Herbert Paschen on July 1, 1995 and became the Institute for Technology Assessment and Systems Analysis (ITAS).
