The “student police association” is subordinated to the youth order office under Kurando Sekine, a doctoral student in the service of the Ministry of Justice . Seventeen-year-old Yui Kazama - also known as Saki Asamiya before her regrouping - is an honorable member of the student police who at some point has doubts about the highly questionable methods of her unit. She refuses to work several times and does not take part in the use of force or the execution of sentences , which can also be fatal. After a dispute with group leader Tōko, she finally leaves the team. The remaining members meanwhile degenerate into Kurando's personal fighting force.

Kurando's brutal conduct also worries Director Kurayami, Yui's former superior. He entrusts a loyal employee with investigations. When Kurayami's confidant seized incriminating material a little later and made a copy on a data carrier , he was surprised and injured by the approaching young police officers. Shortly before his death, he confides in the two sisters Yuka and Yuma Kazama, former girl cop agents, with the request that the evidence be handed over to Kurayami. However, when he is arrested on the pretext of Kurando, who fears about his coup plans, the two girls contact Yui. The three Kazama sisters then decide to bring down both the villain Kurando and his unloved entourage.

Meanwhile, Kuranda is initiating a further phase of establishing a parallel state. Fear, chaos and fake terrorist attacks follow; as the alleged originator, he denounces people on the fringes of society. With the support of Kyōsuke Bando, the leader of the “Outsider Commune”, the sisters fight Kurando's murderous protection troops. In the end, Yui kills the megalomaniac top villain with her yo- yo. At the same time, with his death, she prevents a serious terrorist attack.
