Postal inspectors Frank Hughes and Alex Urbina are pursuing fraudster Joe, who steals credit cards sent in the mail. Then he exhausts the credit line. Ed Furston is one of the victims, who threw a form in the trash.
Joe kills some of the stolen people until the inspectors can catch him.
