Thoma Deljana

Thoma Deljana (born February 20, 1924 in Elbasan ; † September 14, 2014 ) was an Albanian politician of the Labor Party of Albania , who was among other things Minister of Education and Culture of Albania between 1966 and 1976. In 1976 he was dismissed as a minister as an opponent of the then Prime Minister Mehmet Shehu .

Life

Deljana attended elementary school in Elbasan and took part in a demonstration against King Zogu I as early as 1936 at the age of twelve . At the founding congress of the anti-fascist youth movement (Rinisë Antifashiste) in January 1943 in the village of Helmës in Kolonja district , he was elected a member of the central council of this organization. In 1943 he completed his school education in Shkodra and in 1939 joined the resistance movement against the Italian occupation of Albania . In the following period he took part in numerous anti-fascist demonstrations in Vlora after the murder of young people there. As a result, he became secretary of the anti-fascist youth movement in Elbasan district and a member of the central board of this organization at a congress in September 1944 .

After the founding of the Socialist People's Republic of Albania on September 29, 1944, he became a member of the party committee in Korça County in November 1944 , where he was responsible for youth work. Just one month later, in December 1944, he became head of the political administration of the 8th Division in Peshkopia . In December 1946 he became the first secretary of the Partia e Punës e Shqipërisë (PPSh;  German  Labor Party of Albania ) in the Elbasan district and in 1947 head of a section in the State Planning Commission headed by Nako Spiru . In 1948 he took over the position of deputy head of the Cadre Department in the Central Committee of the Party of Labor of Albania PPSh.

On July 19, 1954, Deljana was elected as a candidate of the PPSh for the first time as a member of the Albanian parliament (then Kuvendi Popullor ), to which he belonged during the third to the sixth legislative period on November 30, 1976. In 1955 he was sent to Moscow to study philosophy and, on his return, took over the position of first secretary of the PPSh in the Elbasan district. He also became a member of the Central Committee (ZK) of the Party of Labor of Albania PPSh (Partia e Punës e Shqipërisë) at the 4th Party Congress (February 13 to February 20, 1961 ) .

In October 1961, Deljana became Deputy Minister for Education and Culture alongside Kahreman Ylli and thus the closest collaborator of the then Minister Manush Myftiu . On March 18, 1966 he finally succeeded Fadil Paçrami as Minister for Education and Culture (Ministër i Arsimit dhe Kulturės) in the third government of Prime Minister Mehmet Shehu. After he was one of the few politicians who criticized Prime Minister Shehu and joined a group around Abdyl Këllezi , he was dismissed as Minister of Education and Culture on April 29, 1976 and replaced by Tefta Cami . After that he was first rector of the village school in the remote village of Dhëmblan in the Tepelena district , but was dismissed a year later in 1977. In the following years he worked as a farmer and cattle breeder in an agricultural production cooperative. After the death of the First Secretary of the PPSh, Enver Hoxha , his exile was lifted. Shortly afterwards he was interned again in Elbasan. In 1990 he returned to Tirana.
