Thomas Berlower

Thomas Berlower , also Thomas Prelager or Thomas von Cilli , (* around 1421 from Celje ( Slovenia ); † April 25, 1496 in Constance ) was imperial protonotary and councilor, provost of Constance and Vienna, assessor of the Court of Justice and also Bishop of Constance of 1491 to 1496.

Life

Thomas Berlower, who came from a middle-class family in Slovenia, studied in Vienna from 1446. In 1471 he was mentioned as "Doctor of Decretals".

Thomas Berlower was a close confidante of the Habsburg emperor Friedrich III. and from 1471 to 1483 his secretary. In 1476 he also became protonotary , member of the Royal Court of Justice and imperial envoy to Pope Sixtus IV and the King of Hungary Matthias Corvinus . From 1473 the "lerer of the right" was provost of the cathedral in Constance. As the educator and teacher of the later Emperor Maximilian I , he stayed in Vienna and also became provost there. From 1483 he was university chancellor.

From 1491 to 1496 he was Bishop of Constance . Berlower refused the city of Constance to confirm their freedoms until 1492. He tried to reduce the debts of the diocese by increasing taxation of the clergy, but had to refrain from doing so in the 1493 Pfaffenbrief in order to obtain the extension of the protection treaty with the Confederates (1494). As a result of these adversities, he was unable to tackle the reform of the clergy.

Ulrich Molitoris , notary at the episcopal court in Constance, filed a lawsuit against the Berlower who had just been appointed in 1492/1493 and criticized the drastic working conditions of the staff at the bishopric.
