Thomas M. Downs

Thomas M. Downs (* 1944 in Kansas City (Missouri) ) is an American manager and civil servant. Among other things, he was Chairman and CEO of the state-run rail company Amtrak .

Life

Thomas M. Downs studied political science and public administration at Rockhurst University , the University of Missouri, and the University of Kansas .

During the Vietnam War he served in the 1st U.S. Cavalry Division . Then worked on the staff of the Secretary of Transportation Brockman Adams . From 1978 to 1980 he was an Associate Administrator with the Federal Highway Administration in the United States Department of Transportation . He was then Executive Director of the Urban Mass Transportation Administration .

Thomas M. Downs served as director of the Washington, DC Department of Transportation from 1981 to 1983 , and then served as City Administrator for the District of Columbia until 1988. During this time he was also responsible for the redevelopment of the Washington Union Station .

From February 1988 to March 1990 he served as President of the Triborough Bridge and Tunnel Authority .

He then was until 1993 Commissioner of the New Jersey Department of Transportation and Chairman of the New Jersey Transit public transport company . On December 7, 1993, he was appointed Chairman and CEO of the state rail company Amtrak. On December 10, 1998 he was replaced by George Warrington .

From 1999 he was CEO of the National Association of Home Builders . In January 2001, he was appointed director of the National Center for Smart Growth at the University of Maryland . In May 2003, Downs was named President and CEO of the Eno Transportation Foundation think tank . He held this position until 2008, when he took over the position of Chairman at Veolia Transportation North America. From 2011 to 2015, Thomas Downs was on the board of directors of Washington Metro , in 2014 and 2015 as chairman. In 2016 he became Chairman of the American branch of the consulting firm Network Rail Consulting Inc., a subsidiary of the UK Network Rail .
