David L. Gunn (born June 21, 1937 in Boston ) is an American manager. He held senior positions at several transportation authorities and railroad companies and was President and CEO of the state-run rail company Amtrak from 2002 to 2005 .

David Gunn studied at Harvard College until 1959 . He then served in the US Navy Reserve until 1962 . He received a Master of Business Administration from the Harvard Graduate School of Business in 1964 .

Gunn worked for the Atchison, Topeka and Santa Fe Railway from 1964 . In 1967 he moved to the New York Central Railroad , but left it again in 1968 when the NYC merged with the Pennsylvania Railroad . At the Illinois Central Gulf Railroad he was then Assistant Vice-President until 1974. He moved to the Massachusetts Bay Transportation Authority (MBTA) and worked as Director of Commuter Rail and from 1975 as Director of Operations. From 1979 he was General Manager and Chief Operations Officer at the Southeastern Pennsylvania Transportation Authority (SEPTA). In 1984, Gunn assumed the position of President of the New York City Metropolitan Transit Authority (MTA). Here his biggest job was to whip the desolate New York subway back into shape. The largest deficits were eliminated through a billion-dollar investment program. By fighting against graffiti on trains and in stations, as well as generally cleaner and more well-kept railway systems, he tried to win the middle class back to the subway. In 1990 David Gunn retired from New York.

From 1991 to 1994 he worked as General Manager at the Washington Metropolitan Area Transit Authority (WMATA). Gunn was Chief General Manager of the Toronto Transit Commission from 1995 to 1999. During this time he was able to increase the cost recovery of the transport companies from 66 to 80 percent. He also increased the level of maintenance of the railway systems and trains.

On May 15, 2002, he was named President and CEO of Amtrak after retiring. He was released from this position on November 25, 2005. The reasons lay primarily in differences with the Bush administration over the financing and further development of Amtrak.

Gunn then worked temporarily for the conservative think tank Free Congress Foundation .
