Thomas Richard Carper (born January 23, 1947 in Beckley , West Virginia ) is an American politician of the Democratic Party . He has represented the state of Delaware in the United States Senate since 2001 . Previously, he was Treasury Secretary from 1976, Congressman from 1983 and Governor of his state from 1993.

Life

Carper was born in 1947 to Wallace Richard and Mary Jean Patton Carper. He grew up in Danville ( Virginia on). Carper graduated from Whetstone High School in Columbus ( Ohio ); He then studied economics at Ohio State University and graduated in 1968 with a bachelor's degree . From 1968 to 1973 Carper was an officer in the US Navy . During this time he was used as a soldier in Vietnam . He then lived in Delaware and studied at the University of Delaware , which he completed in 1975 with a Master of Business Administration .

Since that time Carper has been politically active. His first office he held between 1976 and 1983 as Treasurer of Delaware. From January 1983 to January 1993 he was a member of the United States House of Representatives for Delaware's only Congressional constituency , after defeating Republican mandateer Thomas B. Evans in the 1982 election . His mandate was confirmed four times. In 1992 he did not run again for Congress, but was elected the 71st  governor of his state, where he prevailed with 66 percent of the vote against his Republican rival B. Gary Scott. He held this office after a safe re-election in 1996 from January 19, 1993 to January 3, 2001. Since January 3, 2001, Carper has been a US Senator for Delaware. In the 2000 Senate election, he defeated the thirty-year incumbent Republican William V. Roth with a 56 percent share of the vote; in the 2006 election , Carper was re-elected with 70 percent of the vote against Jan C. Ting . In the 2012 election , he prevailed against Kevin L. Wade with 66 percent of the vote . In January 2013 he took over the chairmanship of the Homeland Security Committee from Joe Lieberman, who had left the Senate . His current mandate runs until January 3, 2019.

In the 2018 internal party primaries , Carper, who is considered to be moderate , met the young African-American and left-wing politician Kerri in a year in which two long-standing Democrats had lost in Congress to young women from the left wing of the party ( Alexandria Ocasio-Cortez , Ayanna Pressley ) Harris. In this election on September 6, 2018, Carper prevailed with 65 to 35 percent of the vote and was considered the favorite for the main election in November against Republican Rob Arlett. He prevailed with 60 to 37.8 percent of the vote and will take up another six-year mandate on January 3, 2019.

Carper was first married to Diane Beverly, who had two children from a previous marriage. The marriage was divorced in 1983. In 1985 he married Martha Ann Stacy, with whom he has two sons. Carper is a member of the Presbyterian Church in Wilmington .
