Julian Carroll

Julian Morton Carroll (born April 16, 1931 in West Paducah , McCracken County , Kentucky ) is an American politician and former governor of the state of Kentucky.

Early years and political advancement

Julian Carroll studied law at the University of Kentucky and passed his exam in 1956. He then served in the US Air Force from his military service. After returning to civilian life, he opened a law firm in Paducah . In 1962 he was elected to the Kentucky House of Representatives. In 1968 and 1970 he was even President of the House ( Speaker ). In the 1971 elections, Democrat Carroll was elected Lieutenant Governor of Kentucky. When Governor Wendell Ford stepped down from office in December 1974 to become a US Senator in Washington, DC , Carroll succeeded him as Governor.

Kentucky governor

His first task was to end the beginning of his predecessor's term of office, which ran until December 1975. For the 1975 election, Carroll ran himself for election. He managed a clear victory with 62.8% of the vote against Robert E. Gable, who came to 37.2%. During his tenure, he promoted education policy by raising teacher pay and increasing the budget for public schools. A Department of Energy was also established in Kentucky . At that time, Carroll relied on coal as an energy source to solve the energy crisis.

Carroll's tenure ended on December 11, 1979. He then returned to his legal practice. In 1987 he sought a new nomination of his party for the office of governor. However, this attempt failed in the primaries. He has been a member of the Kentucky Senate since 2005 . He has announced that he will not run again in the 2020 election. Julian Carroll is married to Charlann Harting, with whom he has four children.
