Janet A. Napolitano (born November 29, 1957 in New York City ) is an American politician of the Democratic Party . From January 2003 to January 2009, she was governor of the state of Arizona ; after she practiced from January 2009 to September 2013, the Office of the Minister of Internal Security in the cabinet of President Barack Obama from. After announcing her resignation in July 2013, she resigned on September 6 of the same year, assuming the role of President of the University of California System on the same day .

Janet Napolitano was born in New York to a Methodist family. She grew up in Pittsburgh , Pennsylvania and Albuquerque , New Mexico . After graduating from Sandia High School in Albuquerque, she studied political science at Santa Clara University . After graduating, she worked on the United States Senate Committee on the Budget and attended the School of Law at the University of Virginia .

In 1998 she was elected Attorney General of Arizona; she had previously served as a federal attorney in that state since 1993 . In 1999, her name became well known in Germany when, despite a proven violation of international law (in this case the “ Vienna Convention on Consular Relations ”), she campaigned for the execution of the two German brothers Karl and Walter LaGrand . Appeals for clemency from the German government, an injunction from the International Court of Justice and appeals from the UN did not change their minds. The executions took place in February and March 1999.

In 2002 she won the election of Arizona governor against Republican Matt Salmon ; on November 7, 2006, she was re-elected to that office by defeating her challenger Len Munsil. She was the third woman in this position after Rose Mofford and her direct predecessor Jane Dee Hull .

During her tenure, there was one execution in Arizona in 2007. Before and after her tenure, there were significantly more executions in Arizona.

After Barack Obama's victory in the 2008 US presidential election, she was nominated for the office of Secretary of Homeland Security. On January 20, 2009, the day Obama's inauguration, Napolitano's appointment was confirmed by acclamation by the Senate . On March 16, 2009, she visited Germany as the first cabinet member of the Obama administration and signed the first intergovernmental agreement between the Obama administration and the federal government in Berlin with the Federal Minister of Education and Research, Annette Schavan .

On July 12, 2013, Janet Napolitano announced that she would be stepping down from ministerial office to become president of the University of California. After the vacancy occurred, her previous deputy Rand Beers took over provisional management of the ministry.

In 2015 Napolitano was elected to the American Academy of Arts and Sciences , in 2018 to the American Philosophical Society .
