Samuel Pearson "Terry" Goddard III. (Born January 29, 1947 in Tucson , Arizona ) is an American soldier, lawyer and politician ( Democratic Party ). He was Mayor of Phoenix from 1984 to 1990 , served in the Central Arizona Water Conservation District from 2001 to 2003, and served as Attorney General of Arizona from 2003 to 2011 .

Career

Terry Goddard, son of Julie E. "Judy" Hatch and Samuel Pearson Goddard, Jr. , was born in 1947 in Pima County . His father was Governor of Arizona from 1965 to 1967 . His great-grandfather Ozias M. Hatch was Secretary of State of Illinois from 1857 to 1865 . Terry Goddard attended Phillips Exeter Academy , a private school in Exeter ( New Hampshire ). After graduating from Harvard College in 1969, he served in the US Navy . After retiring from the military, he returned to Arizona. He then studied law at Arizona State University College of Law , where he graduated in 1976. He then worked in the office of the Arizona Attorney General, where he dealt with white-collar crime. He has a son with his wife Monica.

In the early 1980s, Goddard advocated a more traditional Phoenix city government. He argued that the existing city council system gave too much power to builders and neglected the needs of minorities and low-income areas. Goddard ran a successful grassroots campaign to reinstate the district elections. Until then, the election to the city council was made by the majority of the city's residents. The introduction of district elections allowed representatives of minorities in Phoenix to be elected and thus enabled them to have a voice on the city council. In the next city council elections, the first Latino and first African American in over a decade were elected to the city council. The opening of the city administration of Phoenix at that time serves as a model for many other cities today. Goddard was elected mayor in 1983 and was re-elected three times. He held this post until he stepped down in 1990 to run for the post of governor of Arizona.

Goddard won the 1990 Democratic primary for the post of governor of Arizona, but suffered defeat in the 1990 elections to Republican incumbent Fife Symington . In 1997, Symington resigned as governor after being re-elected for a second term after being convicted of a criminal offense. Goddard ran again in 1994 for the Democratic nomination for the post of governor of Arizona, but was already eliminated in the primaries. The winner at the time was Eddie Basha junior.

From 1995 to 2002 he served as the Arizona State Director for the United States Department of Construction . During this time he was elected to the Central Arizona Water Conservation District in 2000, which oversees the Central Arizona Project . In a non-partisan election in which the best five candidates are chosen, Goddard won first place with 403,568 votes, which corresponds to 19.74%.

In 2002 Goddard decided to enter the race for the post of Attorney General of Arizona, as his party colleague Janet Napolitano ran for the post of Governor of Arizona and the post of Attorney General became vacant. Goddard was elected Attorney General of Arizona in the 2002 election with a greater number of votes than Napolitano was elected Governor of Arizona. When he ran for re-election in 2006, Goddard was re-elected with 60% of the vote. As Napolitano in January 2009, resigned from her post to Minister of Internal Security in the cabinet of President Barack Obama to be, it was followed by the Secretary of State Jan Brewer into office as governor. As a result, Goddard had been the next candidate at the time to succeed Brewer as governor. Under the Arizona Constitution, the Secretary of State of Arizona succeeds the governor first if the post becomes vacant . Although Ken Bennett was named the new Secretary of State, Goddard had been legally the next candidate to succeed Brewer since Bennett was not elected to office.

During his tenure as Attorney General, Goddard focused on cyber crime , consumer protection , predatory lending , foreclosures and misleading advertising . He also focused on reducing methamphetamine use among adolescents and worked with Utah Attorney General Mark Shurtleff on the investigation and prosecution of suspected polygamists and government malpractices in the adjacent communities of Colorado City, Arizona and Hildale, Utah. This led to the arrest of the polygamy leader and self-proclaimed prophet Warren Jeffs . His most outstanding achievement during his tenure as Attorney General was the historical comparison with the Western Union , which involved wire transfers involving people smuggling . One of his final acts as Attorney General was to end negotiations with Bank of America over its foreclosure policy and to sue it on behalf of Arizona consumers. This approach caused a national stir, as Bank of America was still in negotiations with 48 other Attorney Generals on the same subject at the time. Nevada joined Arizona in the lawsuit. Tom Horne , his Republican successor as Attorney General of Arizona, announced in late February 2011 that he would stand the lawsuit.

Goddard ran again for governor of Arizona in 2010, but suffered a defeat to Republican incumbent Jan Brewer.

After serving as Attorney General of Arizona, he practiced in his own law firm, Goddard Law Office, PLC.

In 2014 he declared his candidacy for the post of Governor of Arizona, but instead ran for the post of Secretary of State of Arizona in the 2014 election and lost to Republican State Senator Michele Reagan .
