Richard Elihu Sloan (born June 22, 1857 in Morning Sun, Butler County , Ohio , † December 13, 1933 in Phoenix , Arizona ) was an American politician and the last governor of the Arizona Territory . He was also a member of the Republican Party and a Presbyterian .

Sloan has held various positions in the Arizona Territory government . He was a member of the Territorial Council between 1888 and 1889 . He was also Justice of the Territorial Supreme Court between 1889 and 1893 and again between 1897 and 1909 . He also served as a delegate from Arizona to the Republican National Convention in 1908 . In 1909 he was elected Territorial Governor, a position he held until 1912, when Arizona became the 48th state to join the Union. After serving as governor, President William Howard Taft made him a judge in the Arizona Federal District Court , and held that office from 1912 to 1913.

Sloan was a resident of Prescott all his life . He died in Phoenix on December 13, 1933 and was buried in Greenwood Memorial Park .
