Rose Perica Mofford (born June 10, 1922 in Globe , Arizona , † September 15, 2016 in Phoenix , Arizona) was an American politician ( Democratic Party ). She was governor of the state of Arizona from 1988 to 1991 .

Career

She worked for the Arizona Treasurer's Office and the Tax Commission . She also served as the business manager of Arizona Highways Magazine before becoming Deputy Secretary of State in 1953 , a position she held for 22 years. She became Deputy Director of the Department of Revenue in 1975 and followed Wesley Bolin as Secretary of State in 1977 . She was then officially elected for her first term as Secretary of State in 1978 and re-elected in 1982 and 1986.

Mofford was sworn in as governor of Arizona on February 8, 1988, to serve the remainder of the term of office of Republican Evan Mecham , who had to vacate his post because of a successful impeachment trial against him because of his racist language. She was the first woman to hold governorship in Arizona's history. As governor, she formed the Alliance Against Drugs , founded the Youth Commission Against Drugs, and oversaw the creation of Arizona's first nationwide Drug Prevention Resource Centers . She was also the president of the National Association of Secretaries of State and the first woman to be elected director of the Central Arizona Water Board .
