Milton Speer "With" Simms (born August 12, 1873 in Rockford , Alabama , † July 22, 1957 in Phoenix , Arizona ) was an American politician ( Democratic Party ).

Career

Milton Speer Simms, son of Maria Louisa Speer (1845-1887) and Franklin Robert Simms (1823-1890), was born in Coosa County in 1873 and grew up there. Little is known about his private life. He moved to the Arizona Territory before 1902 . On December 25, 1902, he married his first wife Lillian Mary McCabe (1881-1941), daughter of Sally Barkman and John D. McCabe, who was born in Globe (Arizona Territory). There were no children from the marriage.

On September 12, 1910, he was elected by Graham County as Delegate to the Constituent Assembly of the Arizona Territory. There he signed the Arizona Constitution with Mit Simms on December 9, 1910 . He served as Treasurer of State of Arizona from 1915 to 1917, 1931 to 1933, 1935 to 1937, and 1947 to 1949, and Secretary of State of Arizona from 1919 to 1921 . He then served on the Arizona Corporation Commission from 1949 to 1954 and from 1955 to 1957 .

Simms married on May 15, 1946, his second wife Sarah Loella Wright (1886-1969), daughter of Martha Loella Weaver and Amos Russell Wright.

He died on July 22, 1957 in St. Joseph's Hospital in Phoenix, Arizona. His body was then interred in Safford Union Cemetery in Safford, Graham County.
