JW Kelly

JW Kelly (* 1899/1900 in Warsaw , Indiana ; † after 1966) was an American officer , businessman and politician ( Democratic Party ).

Career

Not much is known about JW Kelly. His father owned a farm near Warsaw ( Kosciusko County ), where he grew up. Kelly studied business administration at Indiana University for two years . During the First World War he served as an infantry officer. In 1919 he was a car salesman in Fort Wayne ( Allen County ). Kelly moved in 1927 to Arizona , where he received a car repair shop in Phoenix ( Maricopa County had). The following years were overshadowed by the Great Depression and the Second World War .

Kelly also had a political career. In the 1948 election he was elected as a Democrat as State Treasurer of Arizona for a two-year term . A subsequent re-election was not possible because the drafters of the then state constitution of Arizona had anchored a term limit for the post of state treasurer in the state constitution. In order to circumvent this provision in the state constitution, the Democrats JW Kelly and ET Williams junior ran alternately for the post of State Treasurer in the elections between 1948 and 1958. The Arizona state constitution was later amended. The State Treasurer's term has been extended to four years with the possibility of subsequent re-election. The scheme came into force at the 1970 election. Kelly ran three more times for the post of State Treasurer after 1958. He was elected State Treasurer of Arizona in the 1960 elections, but suffered defeat in the 1964 Democratic primary against challenger Bob Kennedy and in the 1966 election against Republican Charles H. Garland . During the time he was not in office, he served as Deputy State Treasurer of Arizona until 1960. Furthermore, Kelly ran unsuccessfully for a seat on the Arizona Corporation Commission in 1959 .

After his defeat in 1964, he became the official Senate doorman. He made the following statement in jest:

“Something I consider as a promotion. Moving from the state treasurer's office on the first floor to the third floor. "

“I consider that a promotion. I'm moving from the State Treasurer's office on the first floor to the third floor. "

Kelly served as State Treasurer of Arizona from 1949 to 1951, 1953 to 1955, 1957 to 1959, and 1961 to 1963.
