Bart Fleming

Bartlett S. "Bart" Fleming (born November 16, 1942 in Coshocton , Ohio ) is an American officer , civil servant, teacher, visiting professor and politician ( Republican Party ).

Career

Bart Fleming was born in 1942 in a hospital in Coshocton, the county seat of Coshocton County . His childhood was overshadowed by the Second World War . Nothing more is known about his youth. Fleming began studying at the University of Arizona in 1963 . In 1966 he graduated there with a Bachelor of Arts in political science and speech. In the fall of 1963, Fleming joined the Sigma Phi Epsilon student fraternity . During his undergraduate studies, he was Chapter Rush Chairman from 1964 to 1965 and President of the College Republican from 1965 to 1966 . He also worked from 1965 to 1966 as a presenter for the KUAT Evening News.

Fleming joined the United States Army in 1967 . He held the rank of second lieutenant in the military police . In the following years he rose to the Chief of Police Operations in Fort Dix , a US military base in Burlington County, New Jersey , and company commander in the 1st  Battalion in the 158th Police Brigade of the Arizona National Guard. Fleming served on the faculty of the United States Army Reserve School.

He began his professional career in 1969 as a stockbroker for EF Hutton & Co.

In 1971 he was named Chief Deputy Treasurer of Arizona . In 1973, Governor John Richard Williams appointed him the new State Treasurer of Arizona for the remainder of Ernest Garfield's term in office , in order to close the existing vacancy . At age 31, he became the youngest constitutional officer in Arizona history. In 1974 he was elected State Treasurer of Arizona for a full four-year term. Fleming was the only Republican elected to the executive branch in 1974 because of the prevailing Watergate affair . Therefore, he was the senior Republican in the state government. Fleming was State Treasurer until the end of 1978. Because of the resignation of Governor Raul Hector Castro in 1977 and the death of Governor Wesley Bolin in 1978, Fleming always served as acting governor when Governor Bruce Babbitt was away from the state . 1976 Fleming became the delegates at the Republican National Convention in Kansas City ( Missouri selected), where he led the presidential candidacy of Ronald Reagan supported. Fleming sat on the Executive Committee of the Platform Committee and was co-chair of one of its subcommittees. In 1980 he was appointed to the 100 Americans for Ronald Reagan Committee .

Fleming was named president of the Fiscal Policy Council in 1979 - a Washington, DC , commission of experts that deals with the political economy . In 1983 he was asked to serve in the President Reagan administration . His starting position was the Associate Administrator for Management Health Care Financing Administration in the United States Department of Health and Human Services . The agency is responsible for the Medicare and Medicaid programs. He was subsequently appointed Executive Associate Administrator and Acting Deputy Administrator by the agency. During his tenure, he oversaw the operations and program budgets of both federal health programs. He frequently testified under oath to the Senate Finance Committee and the House Ways and Means Committee. In addition, he planned and carried out the downsizing of the agency from 5,000 employees to 4,000 employees. This happened for over two years without a termination for operational reasons . At the same time, the agency's activities were intensified, as three congress mandates were implemented. It was the first reform of the Medicare program since its inception in 1967.

In 1988, he resigned from the United States Department of Health and Human Services to form an association of hospitals serving the elderly in retirement communities in rural and urban areas. The association started with 5 member hospitals and grew to almost 100 member hospitals by 2016. In doing so, the association succeeded in influencing the legislation in such a way that laws were passed that supported rural Medicare hospitals.

Fleming later led the strategic initiatives for PricewaterhouseCoopers , LabOne and Mitretek Corporation with a focus on national health policy. At Mitretek Corporation, Fleming was asked by the United States Boundary Commission of the United States Department of State to conduct a review of the management and operation of the commission in its joint work with the office of the Surveyor General of Canada , its Canadian counterpart. The investigation took place shortly before the terrorist attacks on September 11, 2001 . The report contained implications for national security.

Fleming retired in 2006 and moved back to Arizona. In the following years he advised several start-up banks in Washington, DC and wrote their strategic plans. He also advised several health organizations planning to operate in Arizona.

When a Spanish teacher at the Gilbert Christian School dropped out due to illness, Fleming agreed to replace him. In the end, he took over the class for the rest of the year. He taught Spanish and a class in public speaking and debating the following year. The following year, Fleming was hired by Argosy University Online to work with active military service, members of the Reserves and National Guard, and veterans. The aim was to enable this group of people to attend the university and to acquire bachelor's and post-graduate degrees .

During his professional career, Fleming has served on numerous boards including Phoenix General Hospital, March of Dimes, Christian Stewardship Ministries, Sharing Our Ministries Abroad, and Fellowship of Christian Athletes. Fleming was a founding member of the AZ Beta Alumni Board.

He has written numerous articles for newspapers and magazines. In the early 1980s he edited Epic , a public policy journal. Between 2001 and 2005 he was a regular contributor to the Wall Street Journal's Opinion Journal Online. His views on public policy have appeared in newspaper columns ( Op Ed ). In 2011, his article "Is It Liberty and Equality, or Liberty Versus Equality" was published in the first issue of the Tea Party Review . In 2012 he wrote the article "Why Obamacare Must Be Repealed" in an opinion blog.

Fleming has also been a visiting professor at colleges and universities including the Thunderbird School of International Management, the Industrial College of the Armed Forces , Washington University in St. Louis, Missouri, the Thought Leadership Forum on Health Policy at Harvard University , the Federal Executive Institute in Charlottesville ( Virginia ). He was also a lay preacher and Bible teacher at Truro Episcopal Church in Fairfax, Virginia. Fleming wrote on Biblical subjects and ran men's trips to churches in Virginia and Pennsylvania .

He has two children with his wife Bethany.
