J. Elliott Hibbs

James "J." Elliott Hibbs (born March 1, 1945 in Des Moines , Iowa ) is an American politician .

Career

James Elliott Hibbs was born in Des Moines in 1945 to Wayne Baird and Ruth (Elliott) Hibbs. His childhood was overshadowed by the post-war period after World War II . He attended Grinnell College in Iowa, where he received his Bachelor of Arts degree in history in 1967 . He then went to the University of Iowa . In 1970 he graduated there with a Master of Business Administration .

In August 1970, he began working for the Iowa Department of Revenue . On July 2, 1975, he was appointed deputy director of the Iowa Department of Revenue.

In 1979, then-incumbent Democratic Governor of Arizona Bruce Babbitt appointed a Citizens Committee to identify suitable candidates for the vacant position of Director of the Arizona Department of Revenue. The last incumbent, Neal G. Trasente († 2013), was dismissed from his post by Governor Babbitt because he allegedly failed to implement or delayed the implementation of the existing reforms in the Arizona Department of Revenue. The Citizens Committee conducted a nationwide search. Over 150 candidates were considered. Eventually, the recommendation fell on three candidates, including 35-year-old Hibbs. The decision fell on Hibbs. In 1980 he moved to Arizona to take up his new position. In the years that followed, he held a number of positions: Fiscal Advisor to Governor Fife Symington , Director of the Department of Administration (twice), Deputy Director in the Department of Economic Security, and Chief of Staff for Operations for the President of the Arizona State Senate. In April 2005, he left the Arizona Department of Revenue and retired.

In December 2006, the then incumbent Democratic Governor of Arizona Janet Napolitano approached him to win him as Interim Arizona State Treasurer . Hibbs accepted, then took up his post in January 2007.

In March 2007, Chairman Nadine Basha hired him as Interim Executive Director on the newly created Arizona Early Childhood Development and Health Board - First Things First . After a nationwide search for suitable candidates, Hibbs was selected as the first Executive Director in August 2007 . In March 2010, he retired again.

His renewed retirement lasted only nine months. The newly elected Superintendent of Public Instruction John Huppenthal hired him as Chief of Operations for the Arizona Department of Education . When Huppenthal took office in January 2011, Hibbs also took up his new post. He held this until December 2011. At that time, Huppenthal offered him the position of Deputy Superintendent of Public Instruction . Hibbs accepted.

He has four children with his wife Mary.
