Rand Beers (born November 30, 1942 ) is an American officer , civil servant and politician .

Career

Rand Beers received a bachelor's degree from Dartmouth College and a master's degree from the University of Michigan .

Beers pursued a military career. He served as an officer in the United States Marine Corps . From 1964 to 1968 he commanded a company ( rifle company ) during the Vietnam War .

In 1971 he joined the United States Foreign Service and joined the civil service in 1983. He spent most of his career with the United States Department of State , including 1992-1993 as Deputy Assistant Secretary of State for Regional Affairs in the Bureau of Politico-Military Affairs (PM) focusing on the Middle East and the Persian Gulf . From 1998 to 2002, he was Assistant Secretary of State for International Narcotics and Law Enforcement Affairs .

Beers served on the United States National Security Council (NSC) under four Presidents of the United States . He was Director of Counter Terrorism and War on Drugs from 1988 to 1992 , Director of Peace Operations from 1993 to 1995 , Special Assistant to President Bill Clinton and Senior Director of Intelligence Programs from 1995 to 1998 , and Special Assistant to President George W from 2002 to 2003 Bush and Senior Director, Counter Terrorism. He resigned from NSC in March 2003 and from government service in April 2003.

He then served as National Security Advisor in John Kerry 's presidential campaign from 2003 to 2004 .

Prior to Barack Obama's administration , Beers was President of the National Security Network , a network of experts that seeks to promote discussion of progressive national security ideas around the country. He also worked as a lecturer at the John F. Kennedy School of Government (HKS) - an academic institution ("school") at Harvard University in America .

President Barack Obama nominated Beers in June 2009 for the post of Under Secretary for the National Protection and Programs Directorate (NPPD) in the United States Department of Homeland Security (DHS). The United States Senate confirmed his nomination. Beers held the post for four years. As Counter-Terrorism Coordinator, he oversaw departmental operational and political activities aimed at preventing, responding, and mitigating threats to US terrorism security. He also advised his manager, Minister Janet Napolitano , and provided invaluable advice on a wide range of homeland security issues, from counterterrorism to cyber security. His efforts resulted in a reduction in the risks to physical, internet and communication infrastructure. Prior to that, he was co-chair of the DHS Transition Team for the incoming Obama administration.

Following the resignation of Janet Napolitano from her post as Secretary of State for Homeland Security , Beers took over the acting leadership of the ministry to fill the vacancy. He held the post from September 6, 2013 to December 23, 2013. Before that, he served as Acting Deputy Secretary of State for Homeland Security from May to September 2013.

Beers then served in the White House as Deputy Assistant on Homeland Security under President Obama's adviser Lisa Monaco .
