Ruth Ann Minner (born January 17, 1935 in Milford , Delaware ) is an American politician of the Democratic Party , who served as governor of the state of Delaware from 2001 to 2009 .

She left high school at 16 to help her family and marry Frank Ingram, with whom she had three children: Frank Jr., Wayne, and Gary. In 1967 her husband suddenly died of a heart attack . In 1968 she attended Delaware Technical & Community College while working on two jobs at the same time to support her family. She married Roger Minner in 1969. He died of cancer in 1991 .

In 1974 she was elected to the Delaware House of Representatives after previously serving as a page. They remained in the chamber of parliament from 1974 to 1982, when she in the Senate was elected the state. She was a member of this until 1993. In 1992 she was elected lieutenant governor with 61 percent of the vote . She held this office from January 19, 1993 to January 3, 2001. In 2000, Minner prevailed with a 60 percent share of the vote against her Republican rival John M. Burris and was elected governor. It was confirmed in 2004 with only 51 percent of the votes; this time she was defeated by the former judge William Swain Lee . After eight years, she left office on January 20, 2009; her successor was again a Democrat with Jack Markell .
