John Charles Carney, Jr. (* 20th May 1956 in Wilmington , Delaware ) is an American politician of the Democratic Party and since 2017 Governor of the State of Delaware. The former lieutenant governor of his state was a member of the US House of Representatives for Delaware from 2011 to 2017 .

biography

After attending St. Mark's High School in Wilmington, he studied at Dartmouth College until graduation in 1978. He completed a subsequent postgraduate course at the University of Delaware with a Master of Public Administration (MPA). He later became a member of the staff of longtime Democratic Senator from Delaware , Joe Biden , and supported him in his candidacy in the Democratic primary in the 1988 presidential election .

Professionally and politically, Carney made a career in Delaware, where he was initially deputy administrative director of New Castle County . He later became Deputy Chief of Staff to Governor Tom Carper , before he was State Secretary of Finance in the local government until 2001 . In 2001 he finally became lieutenant governor to succeed Ruth Ann Minner , who succeeded Carper as governor of Delaware. During his tenure as Vice Governor, he was also President of the Senate of Delaware and initiated the “Lt. Governor's Challenge "a state-wide program to improve the physical fitness of residents.

In 2008 he applied for the line-up as a candidate for the Democrats in the gubernatorial elections on November 4, 2008, but was defeated after a narrow primary race to Jack Markell, who was subsequently elected governor . After retiring as a lieutenant governor in January 2009, he was President and Chief Executive Officer (CEO) of the company's Transformative Technologies . He was also a board member of the Special Olympics organization and the Christian Young People Association in Delaware.

In the election to the US House of Representatives on November 2, 2010 , he was elected as a Democratic candidate for the only congressional electoral district of Delaware, where he prevailed against Glen Urquhart. On January 3, 2011, he succeeded Republican Michael Castle , who had unsuccessfully applied for the Republican nomination for election to the US Senate . Carney is one of only three Democrats who were victorious in this election in a district previously held by the Republicans; this was also achieved by Colleen Hanabusa ( Hawaii ) and Cedric Richmond ( Louisiana ). During his campaign, Carney advocated support for other health programs, renewable energy initiatives and a renewal of US industry.

In September 2015, Carney announced that he would run for the successor to Markell in the gubernatorial election in November 2016, who did not run again due to the limited term of office. He only decided to do so after the death of Beau Biden , who had planned a candidacy himself. Beau Biden's father, US Vice President Joe Biden, and the incumbent US Senators and former competitor, Governor Markell, supported Carney. Carney pledged his support for Hillary Clinton in late October 2015 as she ran for the 2016 US presidency, shortly after his sponsor Joe Biden himself had canceled.

On November 8, 2016, Carney won the Delaware gubernatorial election . He took up his new office on January 17, 2017.
