Tian Jiyun

Tian Jiyun ( Chinese  田紀雲 , Pinyin Tian Jiyun , W.-G. T'ien Chi-yün ; born June 4, 1929 in Feicheng , Shandong ) is a Chinese politician of the Communist Party of China (CCP), who was among other things from 1983 to Vice Prime Minister in 1993 and a member of the CCP Political Bureau from 1985 to 2002 . He also served as vice chairman of the Standing Committee of the Standing Committee of the National People's Congress between 1993 and 2003, and as such was one of the Vice Presidents of the People's Republic of China.

Life

Tian Jiyun became a member of the Chinese Communist Party (CCP) in 1945 and was involved in violent communist land reforms in the late 1940s . After the founding of the People's Republic of China on October 1, 1949, he was first a teacher at the Revolutionary People's University in Guiyang and then graduated from the administration course for the financial authorities of Guizhou Province . After graduation he was section head, department head and finally deputy director of the financial authority of Guizhou Province until 1969. In 1969 he moved to Sichuan Province , where he was first deputy director and finally director of the tax authorities until 1981.

In the late 1970s, he supported the then Secretary of the Party Committee and Governor of Sichuan, Zhao Ziyang , in his experimental economic and agricultural reforms in this province. As its closest collaborator, he played an important role in the courageous and flexible programs that deviated from Marxist principles, but significantly increased industrial and agricultural production. These results have been achieved through innovative policies that reward workers on the basis of work rather than necessity and incentives based on free enterprise and market forces rather than rigid quotas set by central authorities. The successes there soon gained national attention, whereupon both Zhao Ziyang and Tian Jiyun were appointed to Beijing. Zhao became Prime Minister there , while Tian was initially Deputy Secretary General of the State Council of the People's Republic of China from 1981 to 1983 .

On the XII. At the 7th Congress (September 1-12, 1982), Tian Jiyun became a member of the Central Committee of the Chinese Communist Party (CCP). He belonged to this body after his re-election to the XIII. Party Congress (October 25 to November 2, 1987), the XIV. Party Congress (October 12 to 19, 1992) and XV. Congress (September 12-19, 1997) for twenty years until November 14, 2002. Between 1982 and 1987 he was director of the National Committee for Reforestation and Director of the State Headquarters for Flood Protection and Drought Relief. On June 20, 1983, he finally became Vice Prime Minister and held this office for almost ten years until March 1993. He also acted as Secretary General of the Council of State between June 20, 1983 and November 11, 1985. In his role within the government, he was instrumental in the implementation and transmission of the reforms made in Sichuan for the entire People's Republic, which ultimately accelerated the country's economic development, especially in the agricultural sector. He is also considered the father of the price reforms implemented in 1984. At the same time he was chairman of the Chinese committee of the International Decade for the Reduction of Natural Disasters between 1983 and 1987.

At a Central Committee plenary session on September 24, 1985, Tian became a member of the Central Committee Secretariat and, as such, was co-opted as a member of the CCP Political Bureau . On the following XIII. At the Congress he was formally elected a member of the Politburo and belonged to this top management body after his re-elections at the XIV. Party Congress (October 12 to 19, 1992) and at the XV. Congress (September 12-19, 1997) until November 14, 2002. He was also a member of the National People's Congress . He last served between March 15, 1993 and March 5, 2003 as Vice Chairman of the Standing Committee of the Standing Committee of the National People's Congress and as such was one of the Vice Presidents of the People's Republic of China.
