Toshio Tamogami ( Japanese 田 母 神 俊雄 , Tamogami Toshio ; * July 1948 in Fukushima Prefecture ) was a Japanese Air Force General and from March 2007 to October 2008 the 29th Chief of Staff of the Air Self- Defense Forces ( 航空 幕僚 長 , kōkū bakuryōchō ).

Tamogami, a 15th graduate of the Defense Academy ( 防衛 大 学校 , bōei daigakkō ), joined the Air Self- Defense Forces (JASDF) in 1971. From 1993 he commanded the dai-3 kōkū-dan kichi-gyōmugun ( 第 3 航空 団 基地 業務 群 , English 3rd Air Wing Air Base Group ). In 1995 he headed the social affairs department ( kōseika ) at the personnel office of the ASDF staff. In 1997 he was appointed chief of staff of the Nansei kōkū konseidan ( 南西 航空 混成 団 , Southwestern Composite Air Division ), a year later he was given command of the dai-6 kōkū-dan ( 6th Air Wing ). In 1999 Tamogami returned to the staff office as head of the equipment department ( 装備 部 sōbi-bu ). In 2002 he took over the management of the General Staff Academy ( 統 合 幕僚 学校 , sōgō-bakuryō-gakkō ). In 2004 he was given command of the kokū sōtai ( 航空 総 隊 , Air Defense Command , ADC ) before he was finally appointed Chief of Staff of the Air Self-Defense Forces in 2007.

Discharge

Tamogami was sacked for an item he submitted for a contest among Air Self-Defense Forces. The article was published on October 31, 2008 after winning the 3 million yen competition. In it he stated that Japan was not the aggressor in World War II , but had been drawn to war by Chiang Kai-Shek and Franklin D. Roosevelt , who had been manipulated by the Comintern . The article also criticized post- war war crimes trials, claiming that the Japanese occupation of China , Taiwan and Korea benefited local people.

According to the release, Defense Minister Yasukazu Hamada ordered Tamogami's removal as chief of staff on October 31 and his retirement on November 3, as his views were contrary to government beliefs and likely to spark a negative reaction among Japan's neighboring states in the region. Tamogami's successor as Chief of Staff of the Air Self-Defense Forces was Ken'ichirō Hokazono on November 7, 2008 .

On November 3, 2008, Tamogami confirmed that the article correctly presented his views on Japan's role in the war. In the subsequent hearings before committees of the Japanese parliament , Tamogami stuck to his position, claiming that freedom of expression also applies to members of the Self-Defense Forces . He also referred to the 1995 Murayama Declaration , in which Prime Minister Murayama Tomiichi apologized for war and colonialism, as a tool to suppress freedom of speech. Tamogami declined a request from the defense minister to voluntarily repay his severance payment of 60 million yen (around 480,000 euros ).

Soon after the release, the governments of the Republic of Korea and the People's Republic of China expressed anger at Tamogami's statements. The Japanese Foreign Ministry replied to the Korean Foreign Ministry that the positions set out on Japan's role in the war were only Tamogami's personal opinion. Stand by the Murayama Declaration and hope that the incidents will not put a strain on mutual relations .
