The UN Climate Conference in Milan took place from 1 to 12 December 2003 in Milan instead. It was the ninth world climate conference. Representatives from more than 180 countries were present to negotiate again on the 1997 Kyoto Protocol . The President of the conference was the Hungarian Environment Minister Miklos Persanyi.

Results

Before the summit in Milan, 119 states had ratified the protocol. Together, however, these countries were only responsible for 47 percent of global greenhouse gas emissions , while for the Kyoto Protocol to come into force, the condition had to be met that the industrialized countries involved represented at least 55 percent of the emissions. An important point of the conference was the future application of the Clean Development Mechanism (CDM) agreed in the protocol to allow climate-friendly investments in developing countries to be offset against the emissions balance of investor nations. The CDM should make the Kyoto Protocol more attractive for emerging economies like Russia . Nevertheless, the 9th climate conference in Milan ended without Russia's commitment to ratify the Kyoto Protocol.
