In April 2001 the United States government announced its withdrawal from the Kyoto Protocol . Whether the United States would give up its rejection of the Kyoto Protocol had been one of the most important questions upfront. The US did not take an active part in the negotiations, but sent observers. Negotiations stalled on the last day of the conference when Australia , Japan , Russia and Canada refused to agree to some controversial points of the implementation agreement. These states pushed through with demands for a more generous crediting of "carbon sinks" in order to lower their emissions balances. After long negotiations, a compromise was agreed, the so-called "Marrakesh Accords". These agreements consisted of a package of 15 agreements which paved the way for the implementation of the Kyoto Protocol. The delegates agreed on an internationally binding protocol to reduce greenhouse gases and adopted a set of rules on emissions trading . The rules of Marrakech determined the climate guidelines for forestry , grain cultivation , pasture management and recultivation . "The global package has been accepted," said Vincent Georis, a Belgian spokesman for the EU delegation.
